Charles is the manager of the Assessment, Design, and Reporting team at the New Zealand Council for Educational Research. Charles’ present research/professional specialty involves the development of assessment and survey tools, including online administration and reporting applications.

Charles has led several large projects to develop classroom assessment tools in mathematics and literacy. He is a member of the New Zealand Assessment Academy and often writes and presents on assessment issues.

  REASONS I’M A MEMBER OF THE TEAM:

Manage assessment development work at the New Zealand Council for Educational Research.
Involvement in the National Monitoring Study of Student Achievement – New Zealand’s national monitoring of educational achievement for Years 1 to 8 based on a sampling approach.
Member of New Zealand’s Assessment Academy

TITLE OF PRESENTATION:
Supporting Teacher Judgments

New Zealand teachers in Years 1 to 8 are expected to assess their students’ achievement and progress against National Standards in Reading, Writing and Mathematics. These assessments, referred to as Overall Teacher Judgments are based on classroom assessments, including informal observations. Over the last 18 months work has been carried out on the development of a richly illustrated rubric in each National Standards subject area to help teachers make judgments that are consistent within, and across schools. This presentation describes the development work with teachers to ensure the tool provides robust information to inform Overall Teacher Judgments.
